ABEC Officials Selected to Serve on CARICOM Election Observer Missions in St. Vincent & the Grenadines and St. Lucia

The Antigua and Barbuda Electoral Commission (ABEC) announces that two of its senior officials have been selected by the Caribbean Community (CARICOM) to participate in Election Observer Missions for upcoming General Elections in St. Vincent and the Grenadines and St. Lucia.

Commissioner Clovis St. Romain has been appointed to serve as a member of the CARICOM Election Observer Mission for the General Elections in St. Vincent and the Grenadines, scheduled for November 27, 2025.

His participation will support CARICOM’s continued commitment to promoting free, fair, and transparent electoral processes across the Caribbean.

Mr. Ian S. Hughes, Supervisor of Elections, has been selected to serve as Chief of Mission for the CARICOM Election Observer Mission to the General Elections in St. Lucia on December 1, 2025.

As Chief of Mission, Mr. Hughes will provide leadership and oversight to the observer team, ensuring its work is carried out in accordance with CARICOM’s established guidelines and principles of impartiality.

Commenting on the appointments, Chairman of ABEC, H.E. Arthur G. B. Thomas, stated: “Our continued selection for these missions, signals recognition of the trust reposed in us and our ongoing efforts to build capacity within the organization.

We view each deployment as both an affirmation of our institutional credibility and an opportunity to further enhance the technical

competencies of our team.” ABEC remains committed to supporting regional democratic processes.

The participation of Commissioner St. Romain and Mr. Hughes reflects the Commission’s expertise, professionalism, and ongoing contribution to strengthening electoral systems across the Caribbean.
