Foreign Minister Greene to Represent Antigua and Barbuda at Social Development Summit in Qatar

Foreign Minister E.P. Chet Greene to Champion Equity and Social Justice at the Second World Summit for Social Development

The Honourable E.P. Chet Greene, Minister of Foreign Affairs, Agriculture, and Barbuda Affairs, will represent Antigua and Barbuda at the Second World Summit for Social Development, taking place in Doha, Qatar, from 4–6November 2025.

The Summit, convened under the theme “Renewing the Social Contract: Equity, Inclusion, and Resilience for a Sustainable Future,” will bring together Heads of State, Foreign Ministers, and global leaders to reaffirm the world’s commitment to people-centred development — thirty years after the landmark Copenhagen Declaration.

In his address to the plenary, Minister Greene will call for renewed global solidarity and justice-based partnerships to confront the interconnected crises of climate change, debt, and inequality. He will emphasize that for Small Island Developing States (SIDS), the climate crisis is an “existential reality,” warning that hurricanes can erase in hours what took decades to build.

Minister Greene will highlight the Antigua and Barbuda Agenda for SIDS (ABAS) as a new global blueprint for “resilient prosperity” and will urge the international community to adopt the Multidimensional Vulnerability Index (MVI) to ensure fairer access to finance for vulnerable nations.

He will also spotlight Antigua and Barbuda’s national progress in social protection, education, and youth empowerment, noting that programmes such as the People’s Benefit Programme and School Meals Initiative continue to uphold dignity and opportunity for all citizens.

Minister Greene’s participation will reaffirm Antigua and Barbuda’s leadership in shaping global social policy and its determination to ensure that no island nation is left behind in the pursuit of sustainable and inclusive development.
