CIP Projected to Generate $120M in 2026, PM Says

Antigua and Barbuda’s Citizenship by Investment Programme is expected to bring in $120 million next year, Prime Minister Gaston Browne told Parliament on Thursday as he outlined the non-tax revenues supporting the 2026 national budget.

Browne said the CIP remains one of the country’s strongest fiscal pillars, contributing significantly to capital projects, debt reduction efforts and key social programmes.

The projected $120 million forms part of a broader non-tax revenue estimate of $427.7 million for the upcoming fiscal year.

He said CIP inflows help fund infrastructure upgrades, climate resilience projects and the government’s housing agenda, while also bolstering the country’s reserves and overall fiscal stability.

The programme’s performance, he added, has been crucial to maintaining surpluses and lowering the debt-to-GDP ratio.

The Prime Minister outlined the revenue projections while presenting the 2026 budget, which forecasts total government receipts of $1.49 billion. ABST remains the largest single revenue source, estimated at $506.9 million, followed by import duties, corporation tax and travel-related levies.

Browne did not announce any policy changes to the CIP during the budget presentation but referenced the programme as a consistent generator of foreign direct investment and government income.

He said maintaining strong oversight and competitiveness in the sector remains a priority as global due-diligence standards evolve.

Further details on the revenue framework are expected during next week’s budget debate.
