Dr. Prabhjot Singh, the Pan-American Health Organization’s (PAHO) Lead Advisor for Health Surveillance and Disease Prevention, has revealed a comprehensive strategy to bolster the Eastern Caribbean’s defenses against emerging health threats.

Speaking on Observer AM yesterday, the epidemiologist outlined how Antigua and Barbuda is transitioning from traditional records to a digital-first approach designed to track and control diseases in real-time.

A primary focus of the regional health strategy is the Pandemic Fund project, which seeks to apply lessons learned from COVID-19 to laboratory capacity, health information systems, and human resources. Dr. Singh emphasized that the goal is to create a seamless flow of data where a patient’s medical history follows them across borders. Under this vision, a doctor in Barbados or Trinidad could instantly access the digital records of an Antiguan patient to ensure continuity of care for chronic conditions like diabetes or hypertension.

The risk to the region remains high due to its extreme connectivity. “While Antigua and Barbuda has a population under 100,000, over 800,000 people traverse the islands annually according to official statistics. This influx of travelers from the US, Canada, and the UK, combined with recent vaccine hesitancy that has left gaps in measles protection among school-aged children, necessitates a more efficient, tech-driven surveillance system,” he explained.

To combat the increasing threat of climate change, PAHO is partnering with the government to develop smart hospitals and health centers. These facilities are designed to be hurricane-resistant, featuring backup power systems independent of the main grid, rainwater harvesting capabilities, and reinforced roofing to withstand major storms. Dr. Singh explained that health resilience extends beyond medicine and requires whole-of-government collaboration. For example, he noted that if roads are not safely paved or if grocery stores lack healthy options, individual efforts to combat non-communicable diseases are often thwarted by the physical environment.

Looking ahead, Dr. Singh highlighted the role of Artificial Intelligence (AI) in revolutionizing patient care. Rather than replacing doctors, PAHO envisions AI handling administrative burdens like note-taking and letter writing, allowing physicians to focus entirely on the patient during consultations. Generative AI is also being explored as a tool to bridge the digital divide for the elderly through voice-responsive interfaces.

Currently, health officials in Antigua are conducting an after-action review of the COVID-19 pandemic to identify what worked and what failed. This review will form the basis of a new multi-hazard action plan involving the police, immigration, agriculture, and finance sectors.

Dr. Singh concluded by reinforcing the economic and human necessity of these investments, stating that while high-tech tracking and prevention may have upfront costs, they are far cheaper than the lived experience and long-term medical expenses of advanced disease.
