ABEC pays tribute to the late Sir Gerald Watt KC, former Chairman of ABEC

The Antigua and Barbuda Electoral Commission (ABEC) extends its deepest condolences to the family, friends, and colleagues of Sir Gerald Watt, KC, who passed away on Saturday, 13 December 2025.

Sir Gerald served with distinction as Chairman of the Antigua and Barbuda Electoral Commission from 2004 to 2009, a period during which he provided steady, principled, and visionary leadership.

His tenure was marked by an unwavering commitment to democratic values and the strengthening of public confidence in the electoral process.

Supervisor of Elections, Mr. Ian S Hughes noted that “Sir Gerald was a man of distinction.

His tenure was marked by principled leadership, sound judgment, and an unwavering commitment to integrity in the electoral process.

He played a pivotal role in strengthening the Commission’s governance framework and guiding key institutional reforms that contributed significantly to the overall development and modernization of the organisation.

His vision and steady counsel aid a strong foundation upon which the Commission continues to build. He leaves a legacy of excellence, professionalism, and dedication that will continue to inspire.

Chairman of the Antigua and Barbuda Electoral Commission, His Excellency Ambassador Arthur G.B Thomas expressed “Sir Gerald joined the Commission during a pivotal and formative stage, when many of the structures, norms, and operating processes of modern electoral administration were still being defined.

He played a crucial role in establishing systems and procedures that not only functioned effectively in practice but also became the cornerstone of building public trust and confidence in the electoral process.

This journey was not without its challenges.

The work unfolded across challenging terrain, demanding careful negotiation and the deliberate cultivation of relationships with the public, political parties, and fellow Commissioners.

These relationships were often forged in an environment of heightened political polarization and competing expectations.

Sir Gerald adeptly navigated these challenges in his unique style, characterized by frankness, forthrightness, and an unwavering commitment to ethical principles.

These qualities were deeply ingrained in his legal training and his lifelong dedication to public service, enabling him to lay a robust institutional foundation upon which the Commission continues to build.”

Sir Gerald is remembered as a towering figure in the Commission’s history who led with integrity and transparency, truly embodying impartiality in every sense of the word.

He approached the responsibilities of his office with fairness, independence, and a deep respect for the rule of law, setting a standard of excellence that continues to guide the work of the Commission today.

Under his stewardship, ABEC benefited from his vast legal knowledge, sound judgment, and calm authority.

His contributions to electoral administration and democratic governance in Antigua and Barbuda have left a lasting legacy.
