Agreement Reached to Resolve English Harbour Noise Dispute

An agreement has been reached between residents and business operators in English Harbour over noise levels, following a dispute that reignited debate about nightlife and community living in the tourism hub.

The issue escalated after police ordered music to stop at 1am at the Abracadabra nightclub, prompting protests by patrons that were later shared online. The incident drew national attention and a response from Prime Minister Gaston Browne, who said the matter would be addressed.

Cabinet has now approved a proposal put forward by St Paul’s MP E.P. Chet Greene, introducing a tiered approach to noise management in the area.

Under the new framework, entertainment venues will be allowed to operate until 3am on Fridays and Saturdays, as well as during major events such as Sailing Week and regattas. Weeknights and Sundays will have earlier quiet periods beginning shortly after midnight or 1am.

Cabinet spokesperson Maurice Merchant said daytime noise would also be regulated, with sound levels required to remain within acceptable limits at all times. Operators must adjust and calibrate sound systems to reduce noise travel, while excessive amplification and external speaker placement will be discouraged.

The National Parks Authority, working with the Royal Police Force of Antigua and Barbuda, will oversee enforcement. Non-compliant operators may face warnings, penalties or further action, while special events will require approval and advance public notice.

The arrangement will be reviewed after an initial period to assess its impact and effectiveness, particularly during major events.
