Browne Describes Regional Citizenship Framework as “Gold Standard” for Transparency and Security

Opposition Members of Parliament joined government lawmakers on Thursday in a rare show of unity to ratify and approve legislation giving legal effect to the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA) — a landmark regional initiative designed to harmonize and strengthen oversight of citizenship by investment (CBI) programs across the Eastern Caribbean.

The sitting saw the House first ratify the ECCIRA Agreement, signed in September by Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, and St. Lucia, before moving immediately to pass the ECCIRA Bill 2025, which formally establishes the authority under domestic law.

Prime Minister Gaston Browne, who introduced both measures, described them as a “historic turning point” for the region’s investment migration sector. “This framework ensures that we not only meet but exceed international expectations,” Browne told lawmakers. “It is designed to make our programs the global gold standard—transparent, accountable, and secure.”

Browne detailed the far-reaching provisions of the new authority, which will:

  • Monitor promoters, agents, and due-diligence providers operating under any participating country’s program.
  • Maintain a regional register of all licensed and authorized service providers.
  • Enforce sanctions of up to US$250,000 for breaches of regulations.
  • Coordinate information-sharing and enforcement with CARICOM IMPACS, the Joint Regional Communications Centre (JRCC), and other national and international bodies.

He said ECCIRA will also promote risk-based auditing, publish annual transparency reports, and spearhead regional training to strengthen compliance and investigative capacity. “Our goal is to protect the credibility of our programs, prevent abuse, and ensure these initiatives continue to deliver tangible benefits to our economies,” Browne said.

The Prime Minister outlined the authority’s governance structure — a Council of Ministers comprising the CBI ministers from each member state, and a nine-member board that will include representatives from the Eastern Caribbean Central Bank (ECCB), OECS Commission, and CARICOM IMPACS. He noted that Antigua and Barbuda, which previously hosted the Eastern Caribbean Asset Management Corporation, had opted not to vie for the ECCIRA headquarters to allow equitable distribution of regional institutions.

Browne added that Antigua had long championed a harmonized regulatory model and that the new framework would bring consistency and credibility to the region’s citizenship programs. “Back in 2015, we were already advocating for this approach,” he said. “Today we are finally seeing regional unity in action.”

Opposition MPs supported the measure, commending the move as essential to protecting Antigua and Barbuda’s reputation and investor confidence. Opposition Leader Jamale Pringle called it “a step in the right direction to ensure our systems remain above reproach,” while St. Mary’s South MP Kelvin Simon said the authority would “bring uniformity and build trust across the region’s programs.”

Both the treaty ratification and the enabling bill passed without dissent. Browne said their approval demonstrates Antigua and Barbuda’s commitment to regional cooperation, transparency, and self-regulation.

“This is about sustainability and protecting our people’s interests,” the Prime Minister said. “It shows that, as a region, we are capable of integrity, accountability, and collective leadership.”
