DCA Says Morris Bay Enforcement Was Years in the Making, Not a Targeted Crackdown

The Development Control Authority (DCA) wishes to inform the general public that enforcement activities were carried out today 10/12/2025 at Morris Bay Beach as part of an ongoing effort to ensure compliance with Physical Planning Act and to preserve the safety, order, and environmental integrity of Antigua and Barbuda’s coastal areas.

Since 2019, several unauthorized vendors and operators occupying the beachfront at Morris Bay have been formally notified, both verbally and in writing, of breaches of the Physical Planning Act (2003) and were repeatedly instructed to vacate the area or to regularize their operations in accordance with established national planning requirements.

Despite multiple warnings and opportunities to comply, no corrective action was taken by the affected parties. As a result, the DCA issued enforcement notices and has now commenced the removal of illegal structures, trailers, tents, and associated fixtures. This activity forms part of a long-standing compliance process, not a sudden or targeted operation.

The Authority wishes to make it clear that:

• The exercise is not targeting any specific individual or group;

• Notices were issued consistently, transparently, and over several years;

• The action taken is strictly in accordance with the Physical Planning Act and national development guidelines.

The beach clean-up is intended to restore the natural environment, improve public safety, and ensure that the area is used in a manner consistent with national planning policies and the wider public interest.

The DCA remains committed to working with all stakeholders and encourages anyone operating or intending to operate on public land to contact the Authority for guidance on the proper procedures for obtaining the necessary approvals.
