Diaspora officer outlines plans for stronger overseas engagement

Antigua and Barbuda’s newly appointed Diaspora Officer, Dr Dave Ray, has outlined plans to strengthen engagement with Antiguans and Barbudans living overseas, as the government moves to formalise its approach to diaspora relations.

In a Christmas message, Dr Ray urged unity among overseas nationals and encouraged them to play an active role in national development, warning against political division undermining collective progress.

He said the diaspora should be viewed not as distant observers but as partners in nation-building, and pledged that his role would be focused on service and practical collaboration.

The appointment forms part of a wider government strategy to move beyond traditional consular services towards a more structured and strategic framework for diaspora engagement.

Foreign Affairs Minister E.P. Chet Greene said the position is intended to deepen relationships with overseas nationals and harness their skills, investment and expertise in support of national development.

As part of the initiative, the government is planning a Diaspora Business Forum in 2026, expected to be held in St John’s during the Carnival season to maximise participation from returning nationals.

Officials say the forum will focus on investment opportunities, national priorities and practical avenues for collaboration between the diaspora, local businesses and government agencies.

The government has signalled that the creation of the Diaspora Officer role reflects a shift towards treating diaspora engagement as a year-round development strategy rather than a symbolic or seasonal exercise.
